The reason why Social Security is failing is simple...
It's nothing but a pyramid scheme. Those collecting now paid nowhere close to what they're taking out now. It works as long as there are several working Americans there to pay to support each retired American. Now that people are having less and less children, the pyramid is no longer a pyramid.
